Here are the cheats for the full game and the London add-on pack:

Full Game:

ITSGALLUS -- Enables all levels
IAMTHELAW -- Gets rid of all the cops
SUCKMYROCKET -- Enables all weapons, armour, get out of jail free card
ITCOULDBEYOU -- Give 999999999 points
STEVESMATES -- Also gets rid of all the cops
SUPERWELL -- Enables all the levels and cities
ITSTANTRUM -- Gives unlimited lives
NINEINAROW -- Also enables all the levels and cities
IAMGARYPENN -- X10 Points multiplier
BUCKFAST -- Press * on NumberPad for all weapons, press again for max ammo
PORKCHARSUI -- Debug Mode + Control Zoom, C gives coordinates, D takes screen shots
HEARTOFGOLD -- X10 Points multiplier
HATEMACHINE -- X10 Points multiplier

London Add-On Pack

PSYCHADELIC -- Lets you change car remaps by honking your horn. Changing colours on the S-Cart or Myni affects performance
IAMFILTH -- Gets the cops off your ass
DRIVEBY -- Lets you fire a gun out your side window. Use with caution. Trigger isn't debounced so you can fire as fast as you want, even with a pistol

TIPS: Whenever you pinch an S-Cart, run it through a spray booth. If you're lucky you get a hopped-up Escort rally car. The same thing happens with the Myni
The checkered roof Myni is bit faster then the standard one and the white roof Myni with the four fog-lights is really fast

These codes are entered at the character select screen. Just press "del" and enter the name (in lower case). Codes like ITSGALLUS remain enabled permanently, the others need to be added every session. You can keep hitting "del" and adding new codes for an accumulative effect.

REMEMBER!! Be careful when you turn off the cops because you need them to complete so me missions.
